First of all, certified chimney sweeps are expert at how your chimney will vent the "products of combustion" commonly called "flue gases".   If you're heat has been turned off because your heating system's chimney cannot effectively do its job, you have an emergency situation.  Often the solution has been to call a chimney sweep and have him or her come out and run their brushes up and down the flue a few times after cleaning out the bottom of the cleanout door and then the sweep would collect a fee and leave.
